What the 2025 rules actually require
If you run a cobot in power-and-force-limiting mode, you have to prove contact stays under the human pain-onset limits. By measurement, not by the robot's spec sheet. In the US, that test method is defined by RIA TR R15.806-2018, and the core standard it supports, ANSI/A3 R15.06-2025, was tightened in 2025 to align with ISO 10218:2025. Three things follow.
If either exceeds the limit for a body region, the test fails.
Limits are tied to each body region's stiffness, so the device has to mimic human tissue.
New tool, new program, new payload, a moved fixture. Each one resets compliance for that cell.

Spring-constant assignments follow the body-region model in ISO/TS 15066 Annex A (now incorporated into ISO 10218-2:2025). Use this as a starting point. Confirm the exact regions and gauges against your own risk assessment. Skull and forehead contact should be prevented by design. The 150 N/mm gauge characterizes the worst case, it is not a sanctioned ongoing-contact zone.

A compliant test needs a body-mimicking force gauge, a pressure system, and reporting software. The Starter kit is under $10,000, and you add gauges only as your applications require. Across multiple cells and the re-validations the standard demands, owning it costs far less than repeat outside testing.

The 2025 standard is in force now. ISO 10218:2025 and the US ANSI/A3 R15.06-2025 both require calibrated, on-application PFL validation, in force right now.
Every new or modified cell triggers it. Commissioning a new collaborative cell, or changing tooling, path, speed, or software, means validating to 2025. The device earns out on the first project.
A failed audit or an incident costs far more than the device. An unvalidated collaborative cell is liability and project-delay risk. The real comparison isn't device vs. budget.
